Add actions feature RBAC configs J2 mappings

Purpose

This pull request introduces a new feature to the deployment.config.json.j2 file, enhancing the configuration options for console actions. The most important changes include adding new sections for actions, such as disabled features, enabled status, and scopes for different operations.

Enhancements to console actions configuration:

• apps/console/java/org.wso2.identity.apps.console.server.feature/resources/deployment.config.json.j2: Added new sections to define actions with disabledFeatures, enabled status, and scopes for various operations like create, read, update, and delete.
