I guess it should be able to add the github action to trigger upload the resource if localization changed.

Should trigger the CI only if file in the Localisation folder changed.

Tested in the https://github.com/karaoke-dev/karaoke/actions/runs/2478411926 after #1367
And PR created in the karaoke-dev/karaoke-resources#18 seems normal.
