integrate #3166 from Faiss baseline

Faiss baseline PRs:

• Add SIMD NEON Optimization for QT_FP16 in Scalar Quantizer facebookresearch/faiss#3166
• [ARM NEON] Get rid of redundant instructions in ScalarQuantizer facebookresearch/faiss#3430

Basically, this PR implements ARM NEON code for ScalarQuantizer.

All knowhere tests pass on my ARM machine.
