Lazy error report

What does this PR change?

For a PAYG Connection we check if the instance is PAYG. This test seems to be flaky and sometimes return BYOS.
We already invalidated the credentials only when the error happened the 2nd time in a row, but we showed the notification already on the first error.
This scares the user and produce questions especially as still everything works.

So with this PR we send the notification also on the second error when we also invalidate the credentials.
If the error happen only 1 time and is fixed with the next try, no visible error is reported.

KNOWN ISSUES

Sometimes the build can fail when pulling new jar files from download.opensuse.org . This is a known limitation. Given this happens rarely, when it does, all you need to do is rerun the test. Sorry for the inconvenience.
