Add a TPV rule that sends a fraction of jobs to the secondary HTCondor cluster.

I will proceed now to allocate 5% of the resources to the secondary cluster, using usegalaxu-eu/vgcn-infrastructure#244 and usegalaxy-eu/vgcn-infrastructure#245. |
