Initial implementation of Github Action to automatically create open and future dated milestones that fall within a specified date range if none exist and then link them to the draft pull request when marked as ready for review.
The primary focus for this release was to handle pull requests. Currently there is no support for handling issues but it is planned to be supported in a future release.
