v0.3.8: Security and major dependency upgrades, real-time networking

Big round of security and other major-version dependency upgrades, with
several things now broken and needing follow-up fixes (research)

Also added initial real-time event networking, supporting potentially
more frequent simulation updates in UI and other features like chat
