OPA, rustdoc and k8s do it too: If any version besides the latest stable is selected, display a banner warning the user that the version isn't current/stable. This helps the user and I believe it's also good for SEO to link from all versions to stable (giving the stable pages more page weight).

putting the banner at the top was too complicated, this PR is now superseded by: #57
