For the first ten tiles in the palette, press a number key to set the primary tile or alt + number key to set the secondary tile

Inspired by Level Editor: Multiple Brushes #78 but does something different. Would be even more useful with Level Editor: Reorder Palette #64.
Also fixes tile-deletion-buttons being disabled after clicking them
