Add ability to perform PSF extraction for MIRI LRS

This was pushed up to GitHub for Melanie to look at. More work needs to done. We need to finalize the datamodel for the PSF reference data for MIRI LRS, and figure out how to call extract1d.

We need the datamodels defining the PSF extraction finalized and merged spacetelescope/stdatamodels#336

utils.py is modules taken from extract.py the Extract class and pull out so they could be used for psf_extraction.
I would like to add (if just temporary) the ability to write the spatial profiles to disk. So they can easily be viewed/verified.

Thanks for this, @jemorrison. I have what I need from this PR and I incorporated your changes into #8967, to integrate with the refactored extraction engine. I'll close this PR and we can work from the new one.
