There seems to be some problems when running tests on julia 1.10. Will try to adress these. |

The previous CI workflow errored when running tests for PR #16, because python > 3.10 was used. This PR fixes this by explicitly using python 3.10.
There are also some changes to in the workflow to how POMDPGym is loaded, with corresponding changes in runtests.jl.
Some other parts of the CI workflow are updated.
