Bump TargetRubyVersion to 3.1 in .rubocop.yml and update .ruby-version to 3.3.2. Also, add the 'semantic' gem to the Gemfile. Additionally, improve the initialize method in command.rb.

Currently Dobby always raises this error, this will resolve this.
