Remove rebase support for FOXY

Overview

supporting charts for FOXY forces us to have access to an archive node and also allegedly adds some additional latency on load.

We should confirm this and it the load time is improved remove balance charts for FOXy

• Foxy is flagged correctly as an asset that we cannot chart
• remove rebase history requests and report back on latency improvements
• cancel infura node subscription
