coreutils: Update to v0.0.27 (from uutils o_O)

We now default to uutils/coreutils rather than GNU coreutils in Serpent OS.
Please report any issues and incompatibilities to us and upstream so that we
can get them sorted out.

This is the first in a series of changes to further oxidize components of the
system.
