@minghay - why can't we have the ability to manually start a PR by default, without restricting it to just a special case like |
I'll have the event card updated with the ability to restart a PR if there are any jobs that may have failed. |

When a pipeline has the
restrictPR annotation, pull request events need the ability to be manually started.Objective
Adds in a manual start button to the event card for pipelines with the
