Problem
Since #67 we've been using protoc-jar to download protoc, but we don't really need to use that.
Solution
This creates a new sandbox config called
ProtobufTool
to resolve protoc using Coursier. This would resolve #166 since Couriser would grab the artifact via the resolvers for behind-the-proxy use case.In addition, this implements gRPC support using the same mechanism.
