VPCEndpointConnection: Filter state 'rejected' #1154

In the context of managing VPCEndpointConnections, this commit extends the existing filter conditions to include the 'rejected' state alongside 'deleting' and 'deleted'.

By doing so, we ensure that any VPCEndpointConnections in the 'rejected' state are appropriately filtered out, aligning with the intended behavior of the delete action, which is to reject the Endpoint Connection.

@fridim Thank you for your first time contribution! As it happens this issue was reported in a couple different issues and pull requests and was ultimately implemented in the new active fork of aws-nuke via ekristen/aws-nuke#271

This project has now been deprecated in favor of this fork, which has been linked to from the main readme.
