Homepage URL is generally the same as the repo URL and Issue reporting URL is repoURL/issues. This PR brings changes for improving the practicality.

I would say generally this is incorrect (at least in my case).
My homepage url is usually github.io and repo is github.com
But, as far as default go I think this is fine.
I always leave these blank and go back and update them anyway.
