Fix incorrect link in SOTY 2023 contest listing

Links the correct forum post for the "Windosu XP" skin rather than "Moonshine 2.1" under Skin of the Year 2023.

As this is a simple URL edit, the same link has been changed on the ES version of the page, as it also includes this mistake.
