Course Cleanup and Import Fixes

Two cleanup issues fixed:

• Youtube link updated to Axim's link
• Added a library link where it was previously left unselected. An unselected library was causing an error when importing.

And modified policies.json to add a dummy "course_info" tab. Absence of that tab was breaking imports into older Nutmeg and Koa instances.
