Fixed media added notification sending for libraries that the configured user doesn't have access to
Added most translations for the plugin page
Added translation for part of media added notification
Fixed media added images not showing when "Hide External URLs" plugin setting enabled and "Download Images In Advanced" library setting is enabled (Now proxies images when those two cases are true)
