This release moves Synthesize off the EOL Ubuntu 13.10 to Ubuntu 14.10 LTS.

use standard initscript for carbon-cache
increase frequency of collectd metrics to 10s
use pip for graphite-web and carbon dependencies
set MAX_CACHE_SIZE = inf
fix permissions for carbon-cache logs
move to Ubuntu 14.04 LTS
