Describe the bug

when TimePicker located below,popup offset too large!

Steps to reproduce the bug

1、run winui3 gallery
2、navigate to the TimePicker view
3、click the botton timepicker

Expected behavior

No response

for CalendarDatePicker/DatePicker/TimePicker ,when popping up, the offset will be very large
