Corrected the guide-url in the workflow and Removed the CODE_OF_CONDUCT file

Purpose

This pull request includes the following changes:

1. Corrected the guide-url in the workflow file to the proper format.

2. Removed the CODE_OF_CONDUCT file, since the CONTRIBUTING.md already contains the code of conduct.

3. Corrected the short url that includes aka .
