Allow users to use SignTool without compiling source code

This release would allow users to use MSIX Toolkit and its component SignTool without the need of compiling source code. Signtool shall be used by any consumer with an unsigned MSIX package.

Also a missing binary file from the previous release was added.

This initial release of MSIX-Toolkit will include:

  1. AppInstallerFileBuilder - A Windows 10 app that allows users to easily build an AppInstaller file by specifying the app packages and update options.
  2. PowerShell scripts
    • Batch conversion - allows users to convert a set of desktop applications to MSIX packages.
    • Modify package - publisher takes an app package and certificate(pfx) file to resign the package with provide cert.
