I've been neglectful about this PR. The plan was to make this happen by basically turning off all flags, but it's not quite there yet. This PR is basically obsolete now, but I'll leave it open to remind me to look at it some more. |

Added a flag that allows an essentially vanilla experience of the game. Would like to pursue further, but figured I'd get this out before I dive into that.
I also made it so all 16 stat builds are available if the Permanent Repel flag is on.
