Update Unofficial Patches (#1858)

* Remove outdated TES Alliance location links.

* Add tag to DLCFrostcrag - Unofficial Patch.esp
 - C.Music, modifies cell music in FrostcragSpire01.

* Remove tags in LOOT that are now in the ESP description fields.

* Update cleaning data
 - UOP: Version 3.5.8.
 - USIP: Version 1.6.1.
 - UODP: Version 26.

* Add do not clean comment to DLCThievesDen - Unofficial Patch.esp
 - Arthmoor is already aware of the 2 ITMs
   and they won't cause any issues.

* Remove do not clean comment from Unofficial Oblivion Patch.esp
 - This plugin is now clean.
