I created
AGCOD::GetAvailableFundsclass that performs the operation to get the amount of funds currently available.https://developer.amazon.com/docs/incentives-api/gift-codes-on-demand.html#getavailablefunds
I also made a change to allow blank parameters in
Requestclass, since we do not need parameters for this operation.
