新增功能

发送email邮件通知的同时，可以同步发送钉钉企业内部应用通知。

功能开启步骤

已有企业内部应用，且授权了根据手机号查询用户的接口
ferry平台用户手机号与钉钉用户手机号一致
在settings.yml 文件修改dingtalk配置，把enable设置为true
重启服务即可
