What this PR does / why we need it: Cleanup test images after the test suite completes.

Is there any issue if the image is not deleted?
The e2e tests of metrics-server need to be tested on three versions of kubernetes.
According to the modification of this pr, the metrics-server needs to be compiled three times, which lengthens the duration of the e2e tests

The only concern I had while checking out the e2e flow last night is that it left certain artifacts after build, that I expected to be cleaned up, when running locally, since multiple such runs over different commits could stack up the images locally and become a cumbersome task to cleanup manually.

If you still feel like this is something that we can do better without, feel free to close this PR, this was just something I personally saw making use of in the longer run. :)

Don't understand idea of local in this code. If you want to implement cleaning images why not add removing docker images in clean makefile target?
