Legacy platform Fixes and Improvement
- Fixed AVC decoding random crash issue with compression enabled.
- Fixed MPEG2 decoding caps issue of incorrect max resolution on TGL platform.
- Corrected watchdog timer on MTL to avoid media reset happen for high bitrate bitstream decoding
- Fixed driver crash issue when AV1 encoding numtilegroup > 10.
- Added block size selection and caps report for VP9 encoding segmentation.
- Improved de-interlace video processing filter to report caps correctly.
- Improved Report keys to avoid multi-process read/write conflict.
