Basic repo and package structure

This release is the initial basic repository structure for a new Python project:

• guidelines on how to use this template repo
• recommendations for style conventions and a link for useful advanced features
• simple Sphinx docs configured in line with the IIASA style guidelines (colors)
• continuous integration for linter and building the docs
