Some tests are not passing (either flaky or not working at all) on windows and had to be disabled for CI to work.

See #4114 for the tests that were disabled.

It does seem like most of those failures are not due to github action, but due to problems with either the tests or the browser module. I have similar if not the same errors locally on a windows VM.

It seems like quite a lot of tests are not passing on windows.

Unfortunately given the volume fixing them right now seems unlikely.
So I opened #4118

This tests have not been ran on windows it seems ever, before the move
of the codebase to core.
