chore(deps): bump cookie and @wordpress/scripts

Removes [cookie](https://github.com/jshttp/cookie). It's no longer used after updating ancestor dependency [@wordpress/scripts](https://github.com/WordPress/gutenberg/tree/HEAD/packages/scripts). These dependencies need to be updated together.

Updates `@wordpress/scripts` from 27.9.0 to 30.7.0
