GEOS-Chem submod update: Merge PR #2303 (Remove -request-payer reques…

…ter)

This commit informs the GCClassic superproject about the following
commits that were pushed to the GitHub geos-chem/geos-chem repository:

4faa222fa Merge PR #2303 (Remove --request-payer requester from download_data.yml)

This PR updates command used to download data from a GEOS-Chem dry run simulation,
by no longer specifying a payer.  The s3://gcgrid data is now open-source.
