[new tool] ETE treeview

Implements ETE-toolkit's Phylogenetic tree (newick) viewer tool, available as a web service here: http://etetoolkit.org/treeview/

FOR CONTRIBUTOR:

• I have read the CONTRIBUTING.md document and this tool is appropriate for the tools-iuc repo.
• License permits unrestricted use (educational + commercial)
• This PR adds a new tool or tool collection

Is the source code of the website available? Can we do this with https://github.com/TGAC/earlham-galaxytools/tree/master/tools/ete?

Hi @bernt-matthias the code unfortunately is not on the etetoolkit github. I did write the authors to ask for the code but no response. If/when I do get that code I would be happy to update the tool to use that instead of the web service

I tried different font packages, and graphicsmagick ... pff ... I hope this now works.
