The Service Bus module is missing essential resources to become complete:
You need at least one of each of the following resources together with the namespace resource to have an operational Service Bus:

• azurerm_servicebus_queue
• azurerm_servicebus_namespace_authorization_rule
• azurerm_servicebus_queue_authorization_rule
