Hide on-site options if they don't have a ticket

We do not allow people to attend just to give a lightning talk or do
something in a village, so this is confusing information for the
proposer.

This also fixes the villages link as it now lives on the website.

* Lightning talks are generally around five minutes. If you'd be interested in giving one a form will be live on the website soon.

* Villages have varying facilities and their own programmes of events - feel free to approach one if you think they might like to host your {{ proposal.human_type }}. If you're not sure who to talk to, email {{ config['VILLAGECONTENT_EMAIL'][1] }}. You can find a list of them on our wiki: https://wiki.emfcamp.org/wiki/Villages

This year we've had many more high-quality applications than we could possibly host - turning applications down is always very hard, but we only have a small amount of slots to fill. We'll be in touch when the CFP opens for future EMF events, giving you the best chance of being selected.
