V0.3 of the software

To contain:

• Segmentation commands (DSEG, CSEG, USEG)
• Label environment commands (EXTERN, PUBLIC)
• Object file creation, will need a linker and librarian as companion tools
• Debug info generation, will need a VM/emulator to make use of it
