This PR fixes two Verbose message.
And Updated ReadMe.md to removed RunRuleNow parameter.

This Pull Request (PR) fixes the following issues

• Fixes issue UpdateServicesServer: Verbose output broken for Languages #62
• Fixes issue UpdateServicesApprovalRule: Broken verbose output #63
