This pr upgrades most packages to their most recent version.
The following packages where not yet updated:
They each had a major version upgrade that indeed caused the current setup to break. Fixing them is best left for a separate pr each.
For the upgrade of typescript-eslint I had to bump the node versions in the github tasks.
The only other major version upgrade in this pr is webpack-cli. This is only a devDependency and everything still seemed to work on my device.
