This PR just bumping @typescript-eslint/typescript-estree to latest version to support typescript 5.6
Typescript 5.6 supports arbitrary module identifiers in import/export which leads to changes in parser nodes, but code in detective-typescript seems unaffected because it looks only on "source" part of node. So I simply updated version in package.json.
