This change adds the ability to download a DICOMweb tree to the local file system, into a local file structure.
The file structure mimics the DICOMweb structure, but uses index as the base name for the directory level retrieve, and uses file extensions to mark the type, and finally compresses JSON data. See Static DICOMweb for details on this structure.
