Description of the Change

Replace core usage of Howler with native HTMLAudioElement class. Keeping dependency as it's currently being passed to scripts.

Applicable Issues

No logged issue, but may address intermittent issues with sounds played via the app (i.e. not via overlay).

Testing

Validated maintained existing functionality: sounds played on both default & specific devices and also stopped early when requested.
