Patch aioboto3 13.3.0 build 0 with aiobotocore 2.16.1

Checklist

Package was built without updating one of the dependencies - see conda-forge/aioboto3-feedstock#23. Original I made a build=1 with updated pin and when looking to yank the build=0 I just discovered this repo and want to learn on a low priority item.
