Define the schema requirements for species without taxon-specific ontologies to increase velocity of submissions.

Must identify a consensus gene reference. Preference is Ensembl, but not always available.
Ensembl references must be reviewed in the schema.
Must use CL for cell type
Must use UBERON for tissue type
Must use UBERON for development stages
