We have added ability to mark templates as available and also to not require them anymore. This updates to documentation to explain that. It also talks about the CRUD APIs in REST and Graphql

I've proof read @ozdenyilmaz’s changes here and lightly edited for clarity and consistency.
I'm happy to see this go in today so we can have our docs updated to reflect today's release.
I'd be more than happy to receive post-merge feedback next week, and make further updates as appropriate.
