ORV2-1395 Adding Created and Updated User, User Directory and Datetime

Description

• Adding Created and Updated User, User Directory and Datetime:
• Updated DDL files to add new fields to tables.
• Updated Base Dto and Entity files.
• Added mapping for new fields.(except for Permit and Payment APIs). Will add these changes later.

Please delete options that are not relevant.

• New feature (non-breaking change which adds functionality)

• Tested using front end in local environment.

• Manually tested using Postman apis
