fix(SILVA-515): updating submission trends

Description

Updating submission trends to fix the following:

• The status dropdown should reflect the correct list of status (Multiselect)
• The district dropdown should reflect the correct list of districts (Multiselect)
• Date picker should be a range and should appear as defined in Figma
• Graph should show the correct data from the Oracle database
• Graph should show the correct values according to Figma
• Graph bar when clicked should redirect the user to the silviculture search with the defined values on the search
