PR to recreate the RST portion of the FTA Oracle database in our Postgres database. It won't identical though we decided this would be a good starting point and will allow us to write a migration script and modify the schema as we see fit.
Also modified our flyway docker migration image to clean the database before running migrations in dev so we can modify migrations without worrying about breaking the deployment. There are some safeguards and the env
FLYWAY_CLEAN_DISABLEDis set to false be default.
